The first segment, pennyspetshop, is chosen by you while the second segment (.ie) is the Top-Level Domain (TLD). There are many TLD's: .com, .net, .org to name a few, country-specific TLD's: .ie (Ireland), .de (Germany), .es (Spain) and much more.
